Challenges Ahead: Pakistani Immigrants and the New US Citizenship Test

Hamariweb  |  Jul 06, 2023

The United States is set to update its citizenship test, and Pakistani immigrants are expressing concerns over the potential impact on their dreams of becoming US citizens. The proposed changes, expected to be implemented in the near future, have raised fears among individuals with lower levels of English proficiency, who may face additional challenges in passing the test. The naturalization test serves as a crucial step towards attaining citizenship and is a requirement for legal permanent residency.

In 2020, former President Donald Trump made the citizenship test more difficult to pass. However, after President Joe Biden assumed office, the test reverted to its previous version, last updated in 2008. Recognizing the need for an update after 15 years, US authorities confirmed that a new version of the test would introduced by late next year.

Proposed Changes:

The US Citizenship and Immigration Services (USCIS) has proposed several changes for the new test. One significant addition is a speaking section, which aims to assess applicants’ English language skills. During this section, an officer would present photos depicting everyday scenarios and ask applicants to verbally describe them. Currently, speaking ability evaluated through personal questions asked during the naturalization interview. However, this process is relatively easier, as applicants have already provided answers in their paperwork, and the questions are generally familiar to everyone.

Another proposed change would convert the current oral short-answer format of the civics section, which tests knowledge of US history and government, into a multiple-choice format. Experts suggest that this alteration would require a more comprehensive knowledge base, making the test more challenging for applicants.

USCIS Perspective:

In December, USCIS stated that the proposed changes are in line with the latest test design practices and aim to standardize the citizenship test. They also mentioned conducting a nationwide trial of the proposed changes in 2023, allowing for public feedback.

Concerns of Pakistani Immigrants:

Pakistani immigrants, like many other aspiring citizens, worry that the new test’s emphasis on English proficiency may disproportionately impact those with lower language skills. The addition of a speaking section might pose a considerable challenge for individuals struggling to communicate effectively in English. This concern is particularly relevant to Pakistani immigrants, as English may not be their first language.

Link to Pakistani Immigrants:

Pakistani immigrants have long been a significant immigrant group in the United States, contributing to the nation’s diversity and economy. With the proposed changes to the citizenship test, Pakistani immigrants may face additional hurdles in their pursuit of US citizenship. It is essential to consider their unique circumstances and provide support to ensure a fair and inclusive immigration process.
